--Emperor Akihito may address the Japanese public as early as August 8th about his reported desire to abdicate. The government would have to revise Imperial Household Law in order for an abdication to occur. But whatever statement he may make sounds like it will be said in a typically roundabout way, because he is prohibited from making political remarks or having governmental powers, and therefore the Emperor "is expected to avoid using such words as 'abdication' or referring to legal systems when he expresses his thoughts."
